The ministers in the current government have returned on behalf of the CPN-Unified Socialists. The new ministers were recommended three weeks ago.
The UCPN (Maoist) had decided to recall the ministers on June 7 and send new ministers to the government. Although the names of the leaders who became ministers were submitted to the Prime Minister on the same day, the Council of Ministers was reconstituted after 22 days. Many doubts were raised when the decision of the Unified Socialists was not implemented for three weeks. Many arguments were made behind the suspicion.
There was an argument that it would not be appropriate for the ministers to manipulate the budget for the coming Fiscal Year 079/80 without answering. The same argument was made by the ruling party Nepali Congress and Prime Minister Sher Bahadur Deuba.
Another argument was that the return of ministers from one party would affect the other party as well. In particular, the CPN-Maoist Center and the Janata Samajwadi Party had argued this. However, a meeting of the Central Committee of the Unified Socialists on Saturday warned that it would be considered an insult if the Prime Minister did not change the minister as per the party’s decision.
On behalf of the party, Prime Minister Deuba has bowed before the rocky stand of CPN-U Samajwadi Party Chairman Madhav Nepal, who will recall the ministers in the government and send a new minister. Even after three weeks, Prime Minister Deuba was forced to implement Nepal’s decision. During the three-week period, the Unified Socialists tried to stop the manipulation of ministers not only from outside but also from within the party. Ten people wrote a letter to the party chairman Nepal protesting against the decision to change the minister, saying that it would send a message of instability. 6 out of 10 people withdrew their signatures. Despite three maneuvers and attempts to stop the manipulation of ministers, Prime Minister Sher Bahadur Deuba was forced to implement the decision of the Unified Socialists even after three weeks.
Three weeks after the decision was made, Prime Minister Deuba reshuffled ministers appointed by the CPN-Unified Socialists. Accordingly, Jivan Ram Shrestha has become the Minister of Culture, Tourism and Civil Aviation, Metmani Chaudhary the Minister of Urban Development, Sher Bahadur Kunwar the Minister of Labor, Employment and Social Security, Bhavani Khapung the Minister of Health and Population and Hira KC the Minister of State for Health and Population.
Jhankri came out crying
Ram Kumari Jhankri, who came to prominence due to her open laughter while taking oath as the Urban Development Minister, shed tears while leaving the government. Jhankri’s tears have been discussed by some as his natural tendency. She worked for 8 months and 20 days. During this period, she has made plans for the ministry for the coming fiscal year and budgeted accordingly. She has resigned from the ministry after answering the questions raised in the parliament.
Ale did a self-assessment
While leaving the ministry of culture, tourism and civil aviation, Prem Bahadur Ale has made his own assessment. According to him, he was 90 percent successful. He says of himself, ‘I got the deputy of action minister. I think I got 90 percent marks in this period.
